    Merton Council cabinet member for performance and implementation Councillor Mark Betteridge said: "Our Civil Enforcement Officers are permitted by law to park where necessary to safely carry out their enforcement duties, and that includes yellow lines. We know that there are issues in this area around people following the box junction regulations. Our CEOs are not able to enforce the regulations in this location without parking on yellow lines. However, our CEO ensured he was not causing an obstruction. Our residents' survey shows us that congestion is a top concern, and enforcing the highway code is one way we can ensure everyone can get to where they want to go more easily."
